This is a pencil drawing from about 1909, by an artist named Simeon Pelenc. Simeon was a San Francisco artist but came from France, and the note on the back says he was a "charming and amusing Frenchman." Various works by Pelenc can be found in an internet search.
The scene is "Cagnes,", a city in the south of France, which, among other things, is known as the place where Renoir moved in 1907 in an attempt to improve his arthritis, and remained until his death in 1919.
This is a nicely drawn scene, executed by a sure hand, and conveys a strong feeling in just a few strokes.
